Thomas Sampers se narodil v roce 1964 v Brüggenu v Severním Porýní-Vestfálsku. Po studiu obchodní administrativy na FH Niederrhein Mönchengladbach/Krefeld, které dokončil v roce 1991, pracoval v marketingu a prodeji ve společnosti SCA Mölnlycke, kde se podílel na mezinárodních projektech. V roce 1998 přešel do společnosti Ecolab, kde zastával různé mezinárodní manažerské pozice. V roce 2013 pak Thomas Sampers nastoupil do skupiny Paul Hartmann Group jako viceprezident pro mezinárodní marketing inkontinence. Poté v roce 2017 nastoupil do společnosti RENOLIT v Enkhuizenu (Nizozemsko), kde řídil strategickou tržní jednotku RENOLIT HEALTHCARE. Od roku 2020 je členem výkonné rady společnosti RENOLIT, přičemž je nadále zodpovědný za obchodní jednotku Healthcare.
Současný člen správní rady je ženatý a má dvě dcery. Mezi sporty, kterým se Thomas Sampers věnuje nejraději, patří pěší turistika, horolezectví, triatlon a jízda na kitebuggy. Také vaří a relaxuje stavěním ze stavebnice Lego.
